NYS 18 Hour Pistol Permit Course Rochester NY: What You Need to Know.

Learn what to expect from the NYS 18 Hour Concealed Carry Pistol Permit Course in Rochester, NY, including classroom training, live fire, testing and course requirements.

If you're applying for a New York State concealed carry pistol permit, one of the most important steps is completing the required firearm safety training.

For applicants subject to the training requirement, New York State's minimum standards call for 16 hours of in-person classroom instruction and 2 hours of live-fire training conducted by a duly authorized instructor.

For Rochester-area students, understanding what happens during those 18 hours can make the process much less intimidating.

What Is the NYS 18 Hour Concealed Carry Course?

The NYS concealed carry firearm safety course was established as part of New York's requirements for concealed carry licensing.

The training consists of two major components:

16 Hours of In-Person Classroom Training

Students receive instruction covering New York State's required firearm safety curriculum.

2 Hours of Live-Fire Training

Students receive practical instruction involving safe firearm handling and must successfully complete the required live-fire proficiency assessment.

The course is much more than a basic shooting class. A significant portion of the required curriculum focuses on safety, responsible firearm ownership, New York law, conflict avoidance and decision-making.

What Does the 16-Hour Classroom Portion Cover?

New York State's minimum standards include:

  • General firearm safety

  • Safe firearm storage

  • Firearm and ammunition functions

  • Safe handling

  • Range safety

  • Safe concealed-carry considerations

  • New York State and federal firearm laws

  • Sensitive and restricted locations

  • Conflict de-escalation

  • Situational awareness

  • Suicide prevention

  • Adverse effects of drugs and alcohol

  • Safe storage and transportation

  • Use of deadly physical force

  • Basic principles of marksmanship

Students should expect to spend significant time learning the responsibilities that accompany firearm ownership and concealed carry—not simply how to operate a firearm.

Is There a Written Test?

Yes.

After completing the classroom curriculum, New York State requires students to demonstrate proficiency on a written examination covering the required curriculum.

A student must achieve a score of at least 80% on the written proficiency test. Depending on where you attend your course this test can be multiple choice, written or a combination of the two.

Your instructor will explain the required material throughout the course and administer the examination.

What Happens During the Live-Fire Portion?

The required live-fire component includes instruction in range safety, safe firearm handling, loading and unloading, firearm condition checks, drawing and re-holstering, target acquisition, dry-fire exercises and safely discharging a firearm.

Students must also successfully complete the state's required live-fire proficiency assessment.

The purpose isn't to turn a new shooter into an expert in two hours. It is to establish and evaluate fundamental safe-handling and shooting skills.

EDC Rochester uses a combination of NYS Approved Simunition Training Pistols, High Fedelity Replica Training pistols and inert Ammunition to facilitate the entire process in house. No hidden range fees
