Applying for a pistol permit in Monroe County, NY? Learn about the application, training requirement, fingerprints and important steps for Rochester-area applicants.

If you live in Rochester NY or elsewhere in Monroe County and are considering applying for a New York State pistol permit, understanding the process before you begin can save time and confusion.

The Monroe County Clerk's Office accepts pistol permit applications, while the applicable licensing officer (Judge) determines whether a permit is issued.

Here's a simplified overview of the process.

Who Can Apply for a Monroe County Pistol Permit?

Monroe County provides separate application materials for City of Rochester residents and suburban Monroe County residents.

Applicants should always download the current application packet directly from the Monroe County Clerk before beginning the process because forms and requirements can change.

Step 1: Review the Current Monroe County Application

Start by reviewing the current pistol permit information provided by the Monroe County Clerk.

The application process involves multiple forms and supporting documentation, so carefully following the county's current instructions can help prevent unnecessary delays.

Step 2: Determine Where You’ll Take Your Required Training.

The training requirements are mandatory for applicants seeking their carry concealed permit.

Monroe County states that concealed-carry applicants must complete the required firearm safety training and submit both a Certification of Completion of Training and a notarized Monroe County specific form (which your instructor will provide you with upon completion of your training) with their application.

Step 3: Complete the Required NYS Concealed Carry Training

New York's minimum training standard for covered concealed-carry applicants consists of:

16 hours of in-person classroom instruction

plus

2 hours of live-fire training.

The training must satisfy New York State's minimum standards and be conducted by a duly authorized instructor (NRA Basics of Pistol Instructor or higher).

You can find the current Minimum Standards for NYS by clicking HERE

Students must also successfully complete the required written proficiency test and live-fire assessment.

Step 4: Complete Your Application Documents

Follow the current Monroe County instructions carefully.

The county specifically warns applicants to complete all required forms before their appointment and requires applicants to appear in person to submit their application.

Do not rely on an old application packet you found elsewhere online. Always check the county's current instructions before submitting anything.

A good practice is to go down to the Monroe County Clerk’s office and pick up an application packet. They will be printed exactly the way they would like them to be and you’ll save a little money on paper because the 30+ page document is provided by the county free of charge.

Step 5: Fingerprinting

Fingerprinting requirements differ depending on whether you live within the City of Rochester or elsewhere in Monroe County.

The Monroe County Clerk currently directs City of Rochester applicants to the Rochester Police Department and suburban applicants to the Monroe County Sheriff's Office for the applicable fingerprinting process.

Check the county's current instructions before scheduling your appointment.

These instructions can be found on the first few page of your application packet (Link below).

Step 6: Submit Your Training Certification

If you're applying for a concealed carry permit you are subject to the training requirement (with few exceptions for prior military personnel), your completed training certification becomes part of your application.

Your authorized instructor will provide you with a complete Monroe County certification of training form and certificate of course completion after you successfully satisfy the applicable training requirements.
